Blaze- Streets of Rage.
Although being an older generation game, this game stands pretty strongly in my mind. Their city has been over run by criminals which sadly included even the police themselves! Blaze, as well as her others friends, are ex-POLICE. Might I add that Blaze is also a Judo e-x-p-e-r-t! She kicks major butt in this game and having a co-op mode was really lots of fun. Don't want to play a chick? Heck yeah there's two other characters to whack and punch with! In the newer Streets of Rage games there are more variations of characters, which was really refreshing! I think this game did a really good job of giving Blaze an important role, just as important as her male counterparts!
